Chip was a favorite student of mine. He had a quick sense of humor and a huge empathy for others. His life wasn't always easy but he strived to better himself at every turn.

Chip was one of the most effective juvenile probation officers Cortland County ever had. His ability to connect with tough kids and influence them to see how their behavior was ruining their lives was extraordinary. He was unfailingly kind and compassionate, and when I'd encounter him in recent years it always brightened my day. I am so sorry to learn of his passing. Heartfelt condolences to his family and to all who loved him.

Q: How did you meet Jeffrey?
A: When I went to worn at the mayors office he camupstairs and introduced himself….said his name was Chipper and if I had any questions or needed help just ask him he was so nice nd took me around. And introuduced me to everyone. He showed. Me the robes an took carofmed. We have been friends almost 30 yrs. I miss terrible

Chip touched so many lives. He truly was an amazing man. Although we were not close friends I don’t believe he ever met anyone that he didn’t consider a friend. He was my angel many years ago and more recently while working at hospital he took time to stop and help me feel comfortable while in ER. That’s just who he was. I will miss his food reviews as well as teasing him for causing late spring snow because he opened his pool too early. My sympathy to his family and friends as we all will surely miss him.
